On January 15, 2004, Canada’s Defence Minister, David Pratt, sent a carefully-worded letter to U.S. Secretary of State, Colin Powell, officially expressing that Canada wanted:
“to ensure the closest possible involvement and insight for Canada, both government and industry, in the U.S. missile defence program.”

Now that doesn’t sound like they were still deciding whether or not to join.

Pratt also told Powell of Canada’s commitment to
“increased government-to-government and industry-to-industry cooperation on missile defence.”

By saying “increased… cooperation,” Pratt was admitting existing cooperation.

In fact, for many years DND has funded the development of a “missile defense” targeting sensor called SIRIUS, for use on our warships. Canadian warships already operate as one with US fleets, but SIRIUS puts Canada’s foot in "missile defense" door and ensures our usefulness on future TMD missions.

DND has participated in various US- and NATO-organised BMD-related war games.

And, a DND agency called DRDC has worked closely with the US Ballistic Missile Defense Organisation on several innovative new, weapons-related projects.
