Those at the top in the US government know full well that people all over the world despise their foreign policies. And of course, the US power elite also knows that its allies in foreign governments have to deal with those people. And that means that sometimes America’s foreign allies have to pretend to stand up and oppose US policies, even when they actually agree with them and are even doing their best to implement them.

So, Canadian governments, like other US allies around the world, can score big points domestically just by appearing to stand up to the US. They don’t have to actually do much of anything in any concrete way. All they really have to do is create the appearance of opposing unpopular US policies. As long as the media plays along, they’re in business.
